Valley Compliance Testing was founded by Dean Sedgebeer to fill a gap that was obvious to anyone working in South Wales property — landlords and letting agents were being underserved by generalist contractors producing reports that looked the part but couldn't stand up when they mattered.

VCT exists to be different. Every inspection is carried out by Dean personally. Every report is referenced against Welsh law. Every certificate is issued the same day. And every client gets a direct line to the person who did the work.

Why VCT exists — and why Wales needs it.

The Renting Homes (Wales) Act 2016 changed everything for landlords and letting agents in Wales. The legislation introduced a legal duty on landlords to ensure properties are fit for human habitation — and for the first time, that duty is backed by real enforcement powers and real consequences for those who fall short.

The problem was that the compliance industry hadn't kept up. Across South Wales, landlords were receiving generic reports from contractors who didn't reference Welsh legislation, didn't understand FFHH standards, and couldn't provide the kind of scientific evidence that holds up when a dispute reaches a council or tribunal.

Dean founded VCT to provide exactly that — specialist compliance services built specifically for the Welsh rental market, delivered by one person who takes personal accountability for every report that goes out under the VCT name.

You call or message Dean directly. Not a booking system, not a customer service team, not a different number each time. Dean answers, takes the details, and confirms the booking. If you're a regular agent or landlord, he already knows your properties.

Booked within 1–3 days

Most jobs are booked within one to three working days of the initial call. Same-day attendance is available at a supplement. For monitoring contract clients, visits are scheduled on a regular date each month wherever possible.

The inspection

Dean attends with calibrated instruments — hygrometers, moisture meters, thermal imaging camera, PAT testing equipment — and carries out the inspection systematically. Every reading is recorded. Every finding is photographed. Nothing is estimated or guessed.

Report within 48 hours

Every report is delivered digitally within 48 hours of inspection. RAG-rated, photographed, Welsh law referenced, and written to be forwarded directly to your landlord, tenant, solicitor or council without needing further explanation.

Payment on completion

VCT charges on completion. No large upfront deposits, no invoices chased weeks later. Monitoring contracts are billed monthly in advance. No VAT is charged on any service — VCT is not VAT registered.

VCT is based in Kenfig Hill, Bridgend and operates across South Wales with no mileage charge within 25 miles. Coverage extends to Cardiff, Swansea, the Rhondda Cynon Taf valleys, Neath Port Talbot, the Vale of Glamorgan and beyond.

For properties further afield, mileage is charged at £0.45 per mile beyond the 25-mile free zone. Same-day, weekend and evening visits are available across the entire coverage area at the relevant supplements.
